Each year we conduct a review of the Scheme of MPs’ Staffing and Business Costs. Where changes and updates are identified, we consult on these with the public, MPs and their staff.

IPSA is consulting on proposed changes to how we regulate and publish MPs’ funding, including changes to the Scheme of MPs’ Staffing and Business Costs.

The consultation closed on 13 December 2024.

This consultation concerns proposed amendments to the Scheme to reflect the changes to constituency boundaries and legislation about parliamentary terms.

The proposals would impact rules about:

  • the Loss of Office Payment (LOOP)

  • the winding-up payment

  • the length of the winding-up period, and

  • additional support for MPs and staff leaving Parliament

We are also asking about the possible equality impacts of the changes proposed in this consultation.

This consultation on outlines proposed changes to the Scheme of MPs Staffing and Business Costs. The Scheme sets out the rules, eligibility and budgets governing MPs’ business costs.

The proposed changes concern the 2022-23 financial year. The changes being proposed fall into two categories:

  • efforts to make the Scheme more flexible, intuitive, and simple in line with our Corporate Plan, and

  • measures to update the Scheme in light of changing working patterns following the Covid-19 pandemic.

We are also asking about the possible equality impacts of the changes proposed in this consultation.
