House of Commons confirms IPSA Chair

Following recommendation by the Speaker’s Committee for IPSA, and approval by the House of Commons, IPSA is pleased to confirm the re-appointment of Richard Lloyd OBE as its Chair.

Richard has served as IPSA’s Chair since 2021, having previously held the position on an interim basis since 2019.

His new three-year term begins on 1 September 2026.

Karen Walker, IPSA’s Chief Executive, says:

Notes to Editors

1. The appointment of IPSA’s Chair is overseen by the Speaker’s Committee for IPSA, which has published a report on the process.

2. Richard Lloyd’s first term as IPSA’s Chair expires on 1September 2026, and he is eligible for one further term not exceeding three years.

3. IPSA was created in 2009 by the Parliamentary Standards Act. The Act was amended in 2010 by the Constitutional Reform and Governance Act. Together they gave IPSA three main responsibilities:

  • to regulate MPs’ business costs

  • to determine MPs’ pay and pension arrangements

  • to provide financial support to MPs in carrying out their parliamentary functions
