IPSA was established in 2009 by the Parliamentary Standards Act. The Act sets out three main responsibilities for IPSA:
to regulate MPs’ staffing and business costs
to determine MPs’ pay and pension arrangements
to provide financial support to MPs in carrying out their parliamentary functions.
IPSA therefore only holds information relating to business costs incurred as part of an MP’s parliamentary duties.
Payments to ministers are governed by the Ministerial and Other Pensions and Salaries Act 1991.
These are paid by separate bodies: the Cabinet Office, for example, is responsible for paying the additional salaries of Government Ministers.
