Request for information about expenses of Mark Logan MP

I recently made an e-mail enquiry to Mark Logan my MP for Bolton North East regarding his expense claims during 2020, as he was working from home and he claimed £23,000 office expenses between March and Sept, there was a claim for £350 for office rent every month but in August 2020 he claimed £350 > 8 times, = £2,800. Mark Logan refused to explain a matter which is on the public record (see attachment) and referred me to you for an FOI request, I could only find records of his expenses claims up to the end of Sept 2020 could you please send an itemised account of Mark Logan's expenses for the whole of 2020 and an explanation as to why he is claiming monthly rental of £350 > 8 times in one month. As people all over the country have lost their livelihoods during the lockdowns, I feel any claims made by MP's should be fully above board and open to scrutiny Mark Logan refuses to explain.

This information is therefore subject to a Refusal Notice under section 21 of the FOIA because it is reasonably accessible by other means.

The published information covers the period up to November 2020. The information for the remainder of the financial year (2020-21) is subject to a Refusal Notice under section 22(1) of the FOIA. This exemption applies because this information is intended for future publication as part of IPSA’s Publication Schedule.

MPs have a certain amount of time in which to submit their claims, and this period has been extended due to the current situation. Once claims have been submitted there is then a period of validation and reconciliation, before the information is ready for publication. In the light of the validation and reconciliation procedure and because IPSA already has a schedule of routinely publishing this information, I find that the public interest in withholding the information outweighs the public interest in disclosure at this time.

I turn now to your final question about the eight payments of £350 made in August 2020. We have checked our records and can see that the eight payments were made due to an error regarding the recipient of the rent repayments. The first payment was due to be sent to the agent, with all subsequent payments sent directly to the landlord. All payments were made to the agent, who returned the erroneous payments to IPSA, and the rent for March 2020 to December 2020 inclusive was paid to the landlord in the eight payments of £350 made in August 2020.
