Volunteers registered by MPs with IPSA in 2015-16 and 2016-17

Under an above request could you kindly furnish myself with the monthly total per MP for the years of 2014/15 & 2016 to date of persons declared as a voluntary member of the MPs office who receives either a travel pass or lunch covered via the public purse ?

On 22 September 2016, you clarified that you were seeking:

the total number of volunteers registered by each MP with IPSA, broken down by 2015-16 (the previous financial year) and 2016-17 (the current financial year, to date).

IPSA holds the information that you have requested.

Under the MPs’ Scheme of Business Costs and Expenses (‘the Scheme’), Staffing Expenditure may be claimed to meet the costs of incidental expenses incurred by volunteers. MPs who engage volunteers must submit a signed volunteer arrangement with the volunteer to IPSA before any claims for incidental expenses will be made. The signed arrangement must comply with the model volunteer arrangement published by IPSA. Incidental expenses are limited to reasonable travel and food, and non-alcoholic drinks.

Volunteers are not required to carry out specific duties for the MP, and they are assisting the MP with his or her duties on a voluntary basis. This often includes students on short periods of work experience, or individuals who simply require reimbursement for costs incurred on a one-day event.

Expenses incurred by volunteers are often paid to the MP who then reimburses the volunteer themselves. Details of all such claims are published on our publication website.
