IPSA was established in May 2010, under the terms of the Parliamentary Standards Act 2009.

IPSA’s operating costs for each financial year since May 2010 are contained within IPSA’s Annual Report and Accounts. You can find a copy of each Annual Report on our website at the following address: http://parliamentarystandards.org.uk/transparency/Pages/Corporate-reports-and-publications.aspx. Our annual report for the 2014-15 financial year will be published before the end of the calendar year.

The Annual Report also contain details of the remuneration paid to the Chair of IPSA, and notes that the anticipated time commitment from the IPSA Chair is approximately two to three days per week.

Salaries paid to members of IPSA’s Board (including the Chair) and senior members of IPSA’s staff, alongside details of any expense claims made can be found on our website.

The FOIA states that information that is accessible by other means is not subject to release. Therefore, as the information you have requested is already available on our website, it is exempt from disclosure under section 21 of the FOIA (information accessible to applicant by other means).

• Number of paid staff separated into permanent staff, temporary staff and external consultants

• Schedule of salaries (ie number of people in different salary bands)

• Details on the use of external consultants – each use broken down by amount, name of consultant/agency and purpose of consultancy

• Details of any errors, mistakes and overpayments made by the organisation in its payroll, pensions or other payment streams.

We have undertaken a test to estimate the amount of time it would take determine, locate, retrieve and extract this information, and have estimated that it would take us over the appropriate cost limit of £450 (part 1 of Schedule 1 of the Freedom of Information Act). Consequently, IPSA is not obliged to respond to your request (see section 12(1), FOIA).

Nonetheless, we publish a lot of further information regarding our operations which do not directly answer your queries but may still be of interest.

The number of staff employed by IPSA each financial year can be found within our Annual Report and Accounts, a link to which can be found above. This also includes details of any off-payroll engagements. With regards to the 2013-14 financial year, this information can be found at page 11 of the Annual Report and Accounts 2013-14. Our annual report for the 2014-15 financial year will be published In November 2015.

Further, in accordance with our publication policy we will soon be publishing pay ranges for each of the IPSA employee grades (A to E) and the number of employees in each grade, alongside the name and title of each staff member reporting directly to the Chief Executive, accompanied by a description of his or her team’s function and size. This information will be made available on our website by the end of the calendar year, and will be updated each financial year.
