Details of a loan payment to Nadine Dorries MP

Request

Mrs Dorries informed me that IPSA had 'lent' her, if that's the correct verb, a sum of £4000 and that this was returned to IPSA in the first part of last year, 2011.

I'd be grateful if you'd be so kind as to confirm this.

Response

IPSA holds the information that you request.

Under HMRC rules, IPSA is able to provide interest free loans to MPs.  Under the MPs’ Scheme of Business Costs and Expenses (‘the Scheme’), MPs are able to make an application for an interest-free advance up to £4000.  The purpose of the advance is to help MPs with cash flow and to assist MPs in covering the costs of any expenditure allowable under the Scheme, necessarily incurred in carrying out their Parliamentary function.

The Scheme requires MPs to repay the advance by the end of this Parliament.  We can confirm that Mrs Dorries utilised the option of a full £4000 advance in June 2010 and that, under the terms of the Scheme, the outstanding loan is due to be paid by the end of this Parliament in 2015.
