Meetings between IPSA and Heather Brooke

One meeting has taken place between Ms Heather Brooke and IPSA.  IPSA’s Chief Executive, Andrew McDonald, had an introductory meeting with Ms Brooke on 8 December 2009.  No further meetings took place between Ms Brooke and IPSA officials.

Annex A is the meeting note produced by Andrew McDonald, detailing the content of the meeting.  Where the note made reference to individuals who are junior members of staff, the names of those individuals have been redacted.  In IPSA’s view, this information is exempt under section 40 (personal information) of the Freedom of Information Act (FOIA), as it constitutes personal data.

Section 40(2) provides that personal data about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Under the FOI Act disclosure of this information would breach the fair processing principle (Principle 1) of the Data Protection Act 1998 (DPA), where it would be unfair to those persons or is confidential.
