PSA’s role is to administer and reimburse MPs’ expenses and pay MPs’ and their staff members salaries and to regulate MPs’ expenses.  IPSA are not the responsible authority for Parliamentary email accounts and only have responsibility for IPSA email addresses.  To request information relating to Mr Burley’s email account, you may wish to contact the House of Commons FOI Team, who can be contacted via the following email address: FOIcommons@parliament.uk.

We do hold records of emails between Mr Burley and ourselves, however, any emails that make reference to third parties are not releasable under section 40 (personal information) of Freedom of Information Act (FOIA), as the information constitutes third party data.  Section 40(2) provides that personal data about third parties is exempt information if one of the conditions set out in section 40(3) is satisfied. Please visit the following link for more information: http://www.legislation.gov.uk/ukpga/2000/36/contents. Under the FOIA, disclosure of information would breach the fair processing principle contained in the Data Protection Act (DPA), where it would be unfair to those persons or is confidential.
