The estimated budget of setting up IPSA in 2009/10 was £6.6 million. This figure reflects the one-off costs of establishing a new, independent public body of this sort. Please find attached a table which provides an estimated breakdown of IPSA’s budgeted set up costs.

After this initial cost, early indications suggest that, in terms of direct staffing costs, IPSA will cost less than the previous House of Commons expenses system within the Fees Office. The actual figures for 2009/10 will be made available in the IPSA Annual Report which is due to be published in Summer 2010. As such, the actual figures for 2009/10 are exempt under Section 22 of the FOIA (Information intended for future publication).

Please find attached an organisational chart which outlines the structure of IPSA.

In the set-up and transitional phase of IPSA, it was expected that there would be approximately 70 staff in place from April 2010. IPSA will conduct a thorough organisational review to ensure that it is meeting business needs and operating in a cost effective and efficient way. Subject to the outcome of the organisational review it is expected that the number of staff will progressively reduce towards 57 by October 2010.

Details of senior staff salaries and a breakdown by pay band of junior staff salaries will be published in the IPSA Annual report which will be available in Summer 2010. This information is therefore exempt under Section 22 (Information intended for future publication) of the FOIA.
